T minus 18... and counting

[Pointless mathematical aside:] Today is 13 Oct.
My "T for Terror" prediction is for Halloween, 31 Oct.
Note: "13" and "31" represent transposed digits.
Whenever such a pair is presented, the difference between them is a multiple of 9... in fact, 9 x (larger digit - smaller digit).
Thus: 31 - 13 = 18 = 9 x (3-1) = 9 x 2.
Now you know.

Okay - that's not the point of this post.
The point is that someone else has noticed Cheney's absence:
